[dmarc-discuss] temperrors vs reject.

If all of my DKIM and SPF lookups return a 'tempfail' and the DMARC policy is 'reject', then my reading of 11.3 in draft-dmarc-base-00-01.txt is that the message should be rejected.

Is this what was intended?

There's separately a mention of a dmarc temperror status in 14.2 which makes me think that maybe propagation of tempfails is intended.
