Yes, but with how many false positive?

Fore several reasons there are many users that send their email through
massive ISP relays. That concentrates a lot of messages on these relays,
which filter it, but not with 100% accuracy. As a result, these relays
send a huge amount of messages, among which there is a less huge amount
of spam. Block one such relays and you will block many, many legitimate
messages.

But anyway, is that not out of topic? DMARC is about domain name abuse,
which is only part of the spam problem, it it not?
